Step 1:
To begin we are going to want to create a new document 500 pixels by 500 pixels, once our document has opened we are going to want to rename our layer to “Background” and fill this layer using the “Paint Bucket Tool” with the color Black

We are now going to double click on our “Background” layer and doing this will open up the layer styles window. Once in the “Layer Style” window you are going to want to click on Gradient Overlay. Leave the settings at default, we are going to want to change the colors the first 2 points are going to be #FFFFFF then we move on to the third point #759CC3 and our final point #02143A, your outcome should be close to what I have below:

Step 2:
Now that we have out background set up we are going to be creating our basic Snowman using the “Custom Shape Tool“. Now using the “Ellipse Tool” create 3 circles, these 3 circles are going to be our Snowman in general:
