Download SourceCreate a new Document 900 pixels wide and 800 pixels high also set the resolution to 100 pixels/inch, just look at the picture for help.
Press Crtl + I to invert the white background to black, next go to Filter > Noise > Add Noise. Set it to the following Amount: 400%, Gaussian and Monochromatic clicked on. The picture explains everything.
Next we’re just going to add a small Guassian so go to Filter > Blur > Gaussian Blur and set the Radius to 1.5 pixels, Click OK.
