Step 1:
Let’s start out by creating a new file. I used a 350×250 pixels canvas set at 72dpi, and I filled my background with white. In a new layer draw a purple circle with #6613FF color shade and 132 x 132 px dimensions.

Step 2:
Under Layer Style(Layer > Layer Style) add an Inner Glow and Satin blending options to your purple circle layer.

Result:

Step 3:
In a new layer draw a black circle with 98×98 px dimensions.

Step 4:
Under Layer Style(Layer > Layer Style) add an Inner Glow, Gradient Overlay and Stroke blending options to the black circle layer. Then set the layer’s blending mode to Soft Light.

Result:

Step 5:
In a new layer draw a white ellipse with 37 x 24 px dimensions. Then set the layer’s opacity level to 7%.
